This is my theory Scooter..

If you want landing gear on an escape pod then you also need to have extra engines and lots fuel..
This would add more weight and make it more volatile, posing a bigger risk of blowing up before the pod is jettisoned in the event your space ship is on fire..!
So they have to be light fast and low risk of blowing up.. But its just my theory..
