Fixing a swivelling head

I was having a problem with a head which would swivel too easily and not hold a position so I created thick foam washers from thick foam interlocking tile (which can be bought from the dollar store). The foam creates friction and more than one washer can be used to help the head hold the position. Whether this would work with snap in heads I don't know since the head screws in. Anyone else have a solution for a swivelling head besides what I have done or know how EVA foam can affect TPE?

Any ideas I may present, as long as they do not infringe on prior works, are open source and may not be encumbered/patented in any manner.

I did something similar some years back. Made mine from the foam packing material my doll came with.
