One guess is you're using a soap or concentration of soap that's too rough on the TPE and causing it to dry out.

Mineral oil on the body is ok with restoring TPE
However it is very easy to overload the thin parts with oil, fingers, ears, toes, and cause degradation, a light smear of Vaseline as required will keep those parts looking good

Apparently not. This problem is extremely serious.
It has got so bad that the upper half of the body and the legs of your doll have completely disappeared.
