I remember there was a thread about TPE doll's joint repair before. It involves cutting open the TPE, then tightening the screws of the joint, and ideally, repairing the TPE afterwards.

It is normal that the joints loses some tightness after long time, but they should not be loose when the doll is new.
I have done some joint tightening on one of my older 4woods silicone dolls. If it is the knee or elbow joint its pretty easy to reach, hip or shoulders are more difficult.
