I have worked on ships professionally and honestly suspect that this won't work quite how you want it to, if keeping the doll secret matters to you. A 28 footer is pretty small, I can't see how you could hide essentially another person-size doll as a stow away. Eg cleaning stations or store ship for the boat may result in discovery.
Might be better to see if owning publicly is possible, otherwise smaller will be more discreet. Even a fleshlight or torso. Good luck, I'm interested to hear what solution you find.
