weird message every once and a while

weird message every once and a while

SQL ERROR [ mysql4 ]

User dollforu_dollfor already has more than 'max_user_connections' active connections [1203]

An sql error occurred while fetching this page. Please contact an administrator if this problem persists.

every once and a while i get a msg like this , is it a google bot or some thing that stops me from viewing the server ?

I'm pretty sure it's when the server gets backed up or something, I get it at around the same time each day (9am in UK) it lasts for about 10 mins or so.
