A budget-friendly option would be a foam mannequin, though they're quite a bit firmer than your average plush doll. This might actually be a good thing if you like the feel of a solid, muscular body; that's what they feel like, in my opinion. But these mannequins come with featureless white heads, so you'd have to do quite a bit of painting or sewing to make the face look human. If you wanted him to be anatomically correct, that would require even more modification.
