FedEx Mexico Clearance Delay

Hey, hope someone could have any advice or recommendation...

I ordered a 140 cm doll from MSLD a few weeks ago, and today I received a phone call from the local FedEx office saying there is a Clearance issue
Apparently Importing a "Silicone" (it is TPE) Doll to Mexico is not that easy
Exception Reason Recommended Action
1. A health permit is required for shipments of any etiological agent or insect, animal, or plant vector of human disease or any exotic living insect, animal, or plant capable of being a vector of human disease. Shipper or Importer must provide a health permit.

They gave me the option to look for a Local Customs broker to register a Sanitary Registry with a Pedimento A1 (Import document), not sure what to do...
Don't now what could be the cost, or specifics about getting those official documents

Any ideas, someone from Mexico in the forum that already went through this procedure?

I had a similar problem when bringing a cow skull across the border. It was many years ago, but $150 cash seemed to instantly fix all the issues. Maybe your vendor can assist you?

Hello, you can try this.

1. You have to call or look for the document: "Aviso Sanitario de Importación" at "Cofepris", and try to fill it. Because the product is for your own, and you are not a seller, you write this info in the document. After that, they place a stamp of approval. Obviously you must to go to the Cofepris offices. How much time maybe 2 or 3 days.

2 Or Try with the Local Custom Broker (Agente de Aduanas) but before ask for the cost of his services.

I know is a lot of work but is the price to have one of this beautiful art works (doll).

Already contacted MSLD (Antony) and he has been checking and the last response is that the Forwarder (the company who handle the shipping with FedEx) will take care about this case tomorrow

I hope this gets resolved with their help

And by the way, don't know why FedEx exception reason is:

The guy from MSLD has not responded yet, but FedEx keeps asking me what I'll do

I think I will have to return the doll, do the PayPal dispute, etc. :(

I'am sorry for your waiting, we are not lucky with your delivery because of the customs retention of your parcel.

Just few days ago we sent with success one doll in Mexico without any problems.
Many companies selling dolls worldwide refuse to deliver in Mexico, maybe because of these random control issues at customs.
We took the risk to serve all people interested by these products and we are available to assist you on all we can for resolve this problem.

We sent to you few days ago a official "Test report" from the factory producing the doll for proof to customs there is no organic material on the product, but it's not seems to unlock the situation.

Maybe you can follow the local procedure recommanded by Arq22, even it's not organic product, maybe they will be happy with the "Aviso Sanitario de Importación".

In all cases, if you are not able to received your product, we will refund you the price of the doll.
But it can be worth it to try to resolve the problem, cos if you order to another shop, the problem will be the same, and customs can stop your next delivery for the same reasons.

I think you may need a declaration the dolly is New, and not second hand.

This is the twist the mexicanos seem to be applying with that reason.

Fretless5, could you write here the name of the document in spanish that FEDEX is asking you. (The exact name) at least FEDEX must to know the document that customs are asking. So this way we can find the document at Cofepris or SAT-Aduanas (ISR counterpart.)

I don´t know why FEDEX, DHL, dont do these procedures like in USA or Europe, And why they leave it to the customer? I don´t know. Why some the random control issues at customs, I thinks because (is a random control) and maybe the don´t check all the packages that pass through the customs. So The customer must inform himself of everything he needs to import, and avoid these delays.

Anung Un Rama, this is not about if the product is new or not. I think is because the Chinese products like toys dont have a good reputation (cases like using toxic painting for toys) I think that´s why they asking the Health permit. But it´s not imposible to get it. A lot of people import toys form japan made in china to mexico, so I think it´s not imposible to get this document. That´s why I asking the exact name of the document that fedex is asking, so maybe we can solve this Procedure once and for all, for future Mexican clients.

Since Apr 3rd, after I received a phone call from FedEx Express (Mexico) saying that because of the type of product the package was on Exception Hold, and needed a health permit valid for the Mexican Government & Customs, and special import documentation, I have had a weird feeling in my stomach, a lot of stress, many possible results going through my mind, including issues with the Mexican Authorities...

I couldn’t try the procedure recommended by Arq22, my job does not allow me to dedicate days on that
First FedEx gave me just 3 options:
• Hire an external Customs agent (All the agents told me I needed to register as Importer, no way for me)
• Return the package to the origin (with extra charge)
• Re-rout the package to another address (with extra charge)

Later on FedEx told me about some extra charges for “storage” if the package was not re-shipped, and that there was an option to “abandon” the package, and for a few days I considered this option, I just wanted to finish this continuous emails and phone calls from FedEx custom agents.

But today, Apr 20th, after finding someone very helpful from a local Import Export company, while I was looking for a way to finish this problematic situation, and another package shipment (Re-Rout), a round trip from here to Laredo TX, and back here, and a few hundred US dollars more, the package finally arrived home.

Alanih is finally here, at home, and started receiving the spa treatment.

She looks gorgeous, I think the photos from the website were great, but in person she looks much better to me.

I would like to thank all of you that posted hopeful and comforting comments, Antony from MSLD for the patience and help on something that was out-of-his-hands, and that guy from the Import-Export Company that helped me to finish this drama with a happy outcome.

Awesome you got your friend home!! The few hundred dollars more "scheme" would bother me! Maybe these dolls ought to be labeled as a "home health" product.
did the label on shipping box say "plastic mannequin"? or something like that?
I found the same as you, they can be made to look so much nicer in person :)
