Since it looks like we're dealing with a T-joint here I'd just get a couple of L shaped brackets and some heavy duty hose clamps. Clamp the upper part of the L brackets to either side of the spine and then claim the lower feet of the L to the hip bar. I'd skip that epoxy shit altogether.

I'm sure you knew it was a long shot anyway. The measurement on the page is a 14cm depth - so expecting that it can somehow go 19+ is just kind of wishful thinking.
