Unless you have access to a machine shop, and are a machinist yourself, I wouldn't recommend doing that. If you farmed out the work, it's going to be expensive. I'd estimate at least 4 hours work. Ah, so if the metal tubing was 20mm, then 3/4" has to be bored out approximately 1mm The hole saw is as suggested "close enough for government work" :) The UK has access to imperial and metric sizes as do a number of other countries but North America is predominantly American Standar...
