@Bauta: Nope, EX Doll does not keep anything "exclusive", they are 'just' the manufacturer. They know that they have a lot of dolls that could sell well outside of Asia, but - opposed to many other Chinese manufacturers - they want to avoid trouble.

And why some young looking heads are sold and others not, outside of China. I do not understand that logic, that rule should apply equally for all young looking heads. There is also a more adult looking faces that is only exclusive in EXDOLL. Sometimes they decide to sell them in more official stores, like the head of Sharon/Mohan, which for a time was exclusive, until they decided to sell it in more places.
I suppose it is more a sales issue, if they consider that the type of face sells better in a certain market. I see continuously many users here in TDF request more European faces, and also more mature heads. But first they test how sales work in the country of origin and then decide to move it to other segments. For that reason during a time when they take out a new head, it is exclusive of EXDOLL.

If you consider this report on TDF, the reasoning might appear less strange. If the Crazy Kingdom judges Jinshan head no. 98 as being either obscene or childlike, and prosecutes the buyer by police, and wants to destroy the separately shipped item, what would happen with the DS heads in question?

For some strange reason some heads are only sold in EXDOLL (China).
For example, this head, although it looks very young, is very well constructed and has a realistic appearance.

Great news and I can live with shipping separately. I would like to see some of those new larger heads on the 145. I know it’s costly to do this, but they’re beautiful.

@justintime: The reason given is safety, which is a rather broad term.

For taller dolls we still have the option to ship heads & body together, for the 145's it's required.

Hi,

Doll Sweet has confirmed that there will be an 'Evo' variant of the medium-sized DS-145.

The doll is available on request for a similar price as the regular 145.

However, no specifications have been disclosed so far. The new DS-145 'Evo' could have an upgraded skeleton, bult-in vagina and textured skin - or nothing of this. Since there is no official announcement yet, technical details might still be in flux.

Another relevant announcement is that Doll Sweet has switched to always ship 145 bodies and heads separately. DS simply refuses to ship both together. That means two shipments to track, and also higher shipping costs.
