I can answer for Willow's blue dress and have asked Terranova about Suki. The blue dress came from Moon Maiden which is a small on line company which makes gothic style dresses to order. You provide the measurements and tell them which colour you want but I don't tell them its for a doll. They are not cheap items but look good. For dressing standard Teddy Babes I also find that short XS or UK size 4 size dresses are usually ok. Dresses for young teenage girls from fancy dress outlets also work. A top can also look good as a dress on a standard Teddy Babe. I hope that this gives you some ideas.
