is there anyway to shrink latex so it would fit around a mannequin or anything like that, and what is some great adhesive for latex

You could fit a doll skin over a mannequin then use a pump to suck out air and create a temporary vacuum, that would make the skin fit tight. But latex dolls are balloons, and the air would slowly equalize and then the skin would be loose again. The time for this to happen depends on leaks and latex thickness.
Be careful with glues, some goof at the Yahoo Group, Latex Love Dolls suggested a glue without trying it himself (he didn't have any latex dolls at the time) and as a result the poor guy took the advice and the guy's doll tore open when he inflated it. So several hundred bucks down the toilet. Whatever you have in mind, be careful as repairs are doable, but also they are a pain.
