Silicone applied smoothly is naturally glossy, but lipstick applied may be used too.

Funny thing is when they cast doll bodies, they actually have to make an effort to keep the bodies from having a shiny/ waxy appearance. They do this via texture applied to the model before making the mold or dusting the mold with powder before casting the doll.
Dolls pulled from the mold are then cleaned of release & flash trimmed, etc. Higher end dolls often have some air brush work to give the body additional color and shading beyond the base silicone tint. Freckles, moles and tats are painted as well. Then a sealer is sometimes used, mainly on the face. Then they get a rub down with powder to reduce the shine where wanted.
