Update dremmeled out the old pop rivet with a pointy diamond carbide tip. Once the washers fell off of the outside facing part i took an old phillips head stuck in the hole tapped the end of it with a hammer and it popped right out from inside.
Update her neck issue is fixed. She can now hold her head up un assisted.
