Posting Pictures

I looked around a bit and found the post with a video tutorial showing how to attach images. The attachment section isn't showing up for me though. Is that locked out by member rank? I'm also using a bunch of security plugins for Firefox, so I wanted to check and make sure that's not what's causing it not to show. Or is that feature even a thing anymore?
