Looks like deterioration. Don't think they are cleanable, could be from age or you over kissed her!
My standard Teddy Babe lips were going bad and fell off a couple years ago. Check out my post which goes over what I did. viewtopic.php?f=187&t=112516
I later just used one I bought (like the picture), as is, and stuck them on.
You can still get these Baby Pacifier Lips for a few dollars and cut off the nipple part then glue them on.

You might also try contacting Eighth Wonder and see if they would sell you new ones.

They used to offer replacement lips as an accessory, but I no longer see them. Great idea; silicone nipples are pretty easy to find but life size lips not so much so.
Good advice about casting them. (although I would use aquarium clear silicone sealant which is a chemical-free grade) I've used blank Halloween masks as molds, also papier mache mask molds. These from the Roylco give you five choices, my favorite lips are the Asian face and the one with the puffy lower lip. See my avatar picture.
I just push them into place with a piece of fabric and pull them out that way after drying for a few hours.
Saliva contains enzymes, that starts the process of food digestion.
I think, wet kisses maybe the cause of lip degradation.
Talk to the good people at 8thW if they have new lips for you and what is the recommended process replacing them.
