I suppose it is best to use neutral pH. But in my country at least, when in a soap say neutral pH can be pH 5.5 (in supermarkets it is difficult to find pH 7, you have to go to pharmacies). That is why I asked, to know if the pH must be 7 always or could be used pH 5.5 without damaging the TPE.

your question could not be answered, because probably no one has ever tested this.
Today's liquid soaps all have a PH value of 5.5

About the PH value of 7 you mentioned: maybe you refer to the PH value of water.
Apart from that, the human skin has a PH value of 5.5, that's why this is called PH 'neutral' (to the human skin).
Only the blood has a higher PH value (about 7 as well).

As I understand it, pH 7 is the least "abrasive" pH of all. And yes, pH 7 soaps are sold in pharmacies, at least in my country, but is more expensive than pH 5.5.
Here you have a study of the pH of different soaps of different trademarks. It's in Spanish, but I can not find it in English (there is a table that is perfectly understood in any language):
ABSTRACT: We measured the ph of 29 comercial and medical soups. We were able to detect different types of alkalization in them. We demostrated the ph neutrality of some medical soups recomended for sensitive skins.
