Lol,i think skills is the wrong word It's basically just black eye shadow and a touch of blush to the cheeks added to the default make up, so pretty much anyone can do it.

I'm still learning myself, lipstick is not too hard since I kind of dip it on, the eyeliner... I have experience painting miniatures and blessed with a firm hand or it would be all over and not where it should be lol.

Even "au naturel" my #36 is the cutest
