I am not sure but I imagine they used an existing head which saved on cost of remolding a new head , their are black people though some that have Caucasian faces .
For a more black person look the company may want to create a separate head with more black looking features , if so I would suggest they take some random photos of black women and have a poll to see which ones customers think might look the best before making it.
