Good question. To my knowledge Anakin found c3po's body in a junk yard. He took his broken body home and rebuilt c3po from parts secretly collected from working with Watto on tatooine.
Best to ask Anung if this statement is correct?
And yes Anakin working on c3po without his covering is in the movie a Phantom Menace.

Oz thanks for the update on Ted I will nip upstairs and show BT and Sarah. Phew ! that is a lot of Honey, if he keeps eating all that lot soon he won 't be able to move at all.

Funnily enough that was one of the easiest sets I've done/made. But taking the pics was a bitch. Black is very hard to capture, especially when there is white in the same shot.
