TPE is unfortunately very porous. Perhaps some powder got into the pores, got wet/damp and dried to a residue. You may want to try using a cold cream (makeup remover), baby oil (let the oil or cold cream set until the following day/use)....then try peroxide or a quick hit of isopropyl as a clean up....
